स्वास्थ्य शिक्षा तथा आधारभूत सुविधाओं का विकास करना चाहिए।

सरकार को ई गवर्नेंस नीति अपनानी चाहिए जिसके तहत भिन्न प्रकार की नागरिक सेवाएं उपलब्ध करानी चाहिए।
पर्यटन को बढ़ावा देना चाहिए विशेषता समुद्री पर्यटन अपने समुद्री तटों पर स्वच्छता और सुरक्षा के पर्याप्त साधन उपलब्ध करने चाहिए।
